Rule 9
Job Description
(1) The job description as per schedule-4 of the civil posts shall be implemented by the concerned secretary, head of department and head of office. A copy of such work description should be sent to the Ministry of General Administration.
(2) The job description of the following posts will be approved by the following officers:-
(a) The Government of Nepal of the Chief Secretary to the Government of Nepal,
(b) by the Chief Secretary of the Gazetted Special Category Civil Servants,
(c) Apart from clause (b), civil servants of ministries, secretariats, commissions or other central bodies and corresponding secretaries of departmental heads or gazetted special category civil servants, (d) Apart from those mentioned in clauses (b) and (c), the respective departmental heads of the gazetted civil servants of the offices at the level of departments, regions, zones, divisions, districts and elas, (e) Head of the relevant office of the gazetted and unranked posts of the office as per clause (d).
(3) The work description of the civil servants who are in place at the time of commencement of this rule shall be approved and implemented by the relevant officials within six months of the commencement of this rule.
(4) In the description of work according to sub-rule (1), the objective bases that can be evaluated should also be mentioned and the index base of each work should also be specified.
(5) Regarding whether the work description is implemented, the relevant ministry will monitor the departments under the department, the offices under the department and the general administration ministry will monitor all the ministries/secretariats/commissions or central agencies.
(6) The authority shall alert the secretary or department head or office head who does not implement the work description in accordance with the Act and this regulation, on the recommendation of the Ministry of General Administration. If he does not implement the job description even when alerted in that way, the authority will have to take departmental action against him according to the Act and this regulation.
(7) Based on the work progress of the index mentioned in the job description, the supervisor shall evaluate the work performance of each civil servant.
(8) eachThe gazetted civil servant shall make an annual work plan of the work he has to do based on the job description of his position and have it approved by the head of office within the first quarter of each financial year and execute the work accordingly. But for the first time after the commencement of this rule, civil servants can make such action plans within the second quarter period.
